2025 CIRT Sentiment Index: Second Quarter

The second quarter 2025 CIRT Sentiment Index declined sharply, falling to 54.01 from 67.9 in the first quarter. A more pronounced decline occurred in the Design Index, which decreased to 44.9 from 61.8.
This quarter’s current-issue questions focused on the impact of tariffs, including perceived vulnerabilities, cost and timing implications, and related business strategies.
Key findings include:
- On average, nearly 30% of materials are subject to elevated tariffs, with as much as two-thirds of those imported materials sourced from China.
- 18% of respondents report they are experiencing serious or substantial disruption to date, while 46% haven’t yet seen an impact but anticipate near-term disruption.
- 58% of respondents said they believe tariff impacts will be a short-term issue lasting less than 12 months.
